The insurance tends to be higher for all smartphones, but you can better surf the internet when too far from a hotspot, can install more apps and generally you get a more sophisticated device. It does not stand to reason that you will get a better phone.

for budget of 7k-10k android doesnt offer much,maybe some basic apps,you need to buy atleast in range of 17k to get full potential of os,like flash support on browser,future update like ics,hd gaming 800*480 resolution,hd recording etc.for 7-10k symbian is safe bet coz most android phone at the price have terrible battery backup,call and signal quality issues,stability issues etc.
