I'm thinking of buying an unlocked phone from a local classifieds. The phone was previously locked to a different carrier and is now unlocked. I believe the phone is currently running 2.2 Froyo but the 2.3 gingerbread update was released a while ago and the 4.0 ICS update is coming soon. If I update the firmware to 2.3 or whatever will the phone still be unlocked? Or will it return to a locked phone?

No, unlike some Apple software Google's android operating system will not put restrictions back on the device. Please note, there are two different type of locks on most smart phones. You have a network lock called a SIM subsidy lock which prevents the customer from buying the device from AT&T and taking it to T-Mobile. Many websites can help you disable this lock, carriers like T-Mobile will provide it after you have had service with them for 3 months.
On Android carries use locks that prevent you from installing OS updates that didn't come from them. It also prevents you from uninstalling certain applications. In order to use the device with no restrictions you must get "root" access by installing a new ROM.

I was wondering if I could purchase an unlocked phone, say the galaxy s from att, then use it on a Vodafone plan. Both use SIM cards so that would work but I was wondering if the 3G would work or data. Thanks

Its called a factory reset. turn the phone off, and take out the battery. Wait a couple min. Put the battery back in, and hold down the talk button and hold down the center button (optical scroller). While holding those two down, press and hold the end button while holding down the other two, DO NOT LET GO OF ANY OF THEM. Keep hold down all three buttons, the progress loader bar should flash yellow or green . If you get to the sprint screen it didnt work, start over. ( It may take a couple of tries) This brings you to the factory test mode. Use the optical scroller to scroll down to 19. (it says reset). Follow the onscreen prompts to factory reset your phone. Reboot.
