I am looking to buy a tablet pc that I can use in locations where I will only have lan connectivity. WiFi is not an option at these locations.

The normal answer is that you can't.
It is possible to use a USB-Ethernet adapter to connect to a wired network but you would need to root the tablet and install some special drivers for that to work. It may be possible but if you are asking this question here rather than somewhere like XDA my guess is that that would be a little beyond your skill level.

How to use my android tablet as a touch screen for my pc with touch interaction?

I have a android 2.3 tablet and i want to use it as a touch screen for my windows 7 PC.I also want that my windows believe that it is a pen\touch input in it. With touch interference like up and down action,etc.

I think it is not possible as both your pc and your phone runs on different operating system.
But if you have a wifi connection than you can do it by just installing an app called 'Team Viewer'. It is available for both windows and android for free (just search on google and android market). Install it on your pc as well as on your android phone and read instructions on how to use it. Then you can control your pc from your android phone.
